As the TRA's flagship train, a total of 600 units are planned to be put into service. It began operation at the end of 2021 to replace older rolling stock on the Tze-Chiang Limited Express (equivalent to Japan's limited express trains), the Kyo-Kuang Express (equivalent to Japan's express trains), and diesel multiple units on the electrified South Link Line. Since 2019, Taiwan Railways Administration (TRA) has been refreshing its stations and trains based on the concept of "TRA Aesthetic Revival (FUTURE RENAISSANCE)." The EMU3000 also follows this philosophy, with the motto "Let's create an express train that the world can be proud of," and features a modern design with a simple monochrome base and accent colors above the doors.
